An exclusive study to better understand AI adoption in the public sector

Generative artificial intelligence is transforming many sectors, including local authorities. Yet its adoption still raises many questions and challenges. To gain a better understanding of these issues, Cleyrop conducted an in-depth qualitative study, interviewing 15 managers from local authorities (CIOs, DPOs) to understand their expectations, their obstacles and the levers to activate for effective and secure AI adoption.

Why is this study essential?

  1. Strong momentum around generative AI
    Over the past year and a half, generative AI has established itself as a major technological advance. Local and regional authorities are beginning to consider its practical impact, particularly in terms of :
    • Agent productivity: time saved on administrative management and file processing.
    • Improving public service: automating certain tasks to provide better support for citizens.
    • Changes in work organization: redefinition of agents' missions and emergence of new roles.
  2. A fast-changing technological environment
    The accelerating development of generative AI models (ChatGPT, Mistral, Gemini, etc.) raises key questions:
    • Which use cases are relevant for local authorities?
    • How can we guarantee data security and confidentiality?
    • Which tools to choose, and which technical infrastructures to use?
  3. A major political and regulatory challenge
    Beyond technological questions, generative AI raises issues of sovereignty and data governance:
    • What place for local authorities in AI discussions?
    • How do you ensure compliance with European regulations (RGPD, AI Act)?
    • How do you structure a policy for managing and protecting sensitive data?
